Legislation

The primary responsibility of the Columbia Apartment Association is to keep abreast of city ordinances and the activities of the regulatory agencies that affect the operation of rental housing organizations. The association promotes the best interests of the multi-housing industry through legislation on a local, state and national basis. Through your affiliation with the Missouri and National Apartment Associations your voice in the Legislature and Congress will be heard not only fighting poor legislation but in proposing good legislation.


The CAA works with local government regarding local zoning ordinances, building codes, city and county tax issues, rent control, occupancy permits and mandatory trash pick-up and other issues that may develop with implementation of Tax Reform.


Our association, along with the Missouri Apartment Association (MAA) and the National Apartment Association (NAA), work together to stop or promote legislation as needed. Together, these associations make up a great coalition of apartment owners and managers in Missouri.


Current Issues – City of Columbia

  • No Parking Near Mailboxes – ordinance under discussion that would prevent residents from parking near mailboxes.
  • Enforcement of number of unrelated resident ordinance through the use of the Certificate of Compliance expiration. Discussion of 90 day window for transfer vs our belief of 18 month period on either side of sale for an automatic transfer.
  • Establishing rules for billing of Water / Sewer. Item resolved in a more favorable manner, 4.12.2011.
  • Council research on Rental Inspection Fees and interval beginning. Currently, the rental fees cover about 67% of the cost of the inspection program.

Current Issues – State of Missouri

  • Bedbugs – legistlation being discussed as to who is responsible for bedbugs and its impact upon the occupancy among other items
  • Sub-Metering – Legislation would could dramatically affect any owner who breaks down a untility bill and then re-bills out their residents- RUB (Ration Utility Billing). Potential legislation would have these owners reporting to the Missouri Public Service Commission even if there is no net increase in the bill (no admin fees) for sharing it among the residents.

Education

The Columbia Apartment Association is concerned with professionalism within the multi-family industry and supports programs and seminars for all phases of management. National professional designation programs are offered on a regular basis throughout the year and are designed to teach and refine skills for on-site managers, assistant managers and leasing consultants. Other programs include courses for apartment maintenance technicians and property supervisors.
